The clamps that lock plates onto a barbell sleeve so they can't slide off — a small but genuine safety item, especially for any lift that may tip.
Collars (or clips) secure the weight-plates against the inside collar of a barbell sleeve.
Use collars whenever a plate could shift — particularly on uneven or ballistic lifts (snatch, jerk, single-arm work) and on the bench press, where a tipping bar with loose plates is dangerous even with a spotter (see spotting).
