Designing a program is not improvisation; it is a sequence of decisions, each constraining the next. The NSCA frames resistance-program design around a needs analysis followed by the selection of acute variables; ACSM frames general-fitness prescription around FITT-VP. Combined, the practical pipeline is:

  1. Needs analysis — Evaluate the activity/goal and the athlete. What does the goal demand (movement patterns, energy systems, muscle groups, force/velocity)? Who is the person (training age, injury history, time, equipment)? See needs-analysis.
  2. Goal definition — Translate the needs into a specific, time-bound, measurable goal (see goal-setting). The goal fixes the priority when variables compete.
  3. Assessment / baseline — Test current status (strength, endurance, mobility, body composition) so progress is measurable and load targets are anchored to real numbers. See baseline-assessment-battery.
  4. Exercise selection — Choose exercises that match the goal's movement patterns and the person's equipment/skill (see exercise-selection-strategy, exercise-selection).
  5. Acute-variable assignment — Set intensity, sets, reps, rest, tempo, frequency, and exercise order per the goal (the FITT-VP checklist; session-exercise-order).
  6. Progression plan — Decide how the program advances over weeks: progressive overload scheme, periodization model, planned deloads. A program without a built-in progression is a single workout repeated.
